Frank Horner

Frank is an experienced senior consultant with a background in both Rail and Aviation.  He provides you with expertise in Planning, Production and QHSE, gained in both Aviation and Rail contexts.  Recent assignments have included: rolling stock maintenance efficiency improvements; Maintenance Programme optimisations and Fleet introduction.  He brings to every assignment a logical and confident approach from a wide client  base, having worked with Greater Anglia, Virgin Trains East Coast, Chiltern Railways, Arriva Group as well as assignments  across various aviation maintenance organisations.

Frank provided PMO lead for the introduction of the B767 fleet, a role covering infrastructure, people, technical development, and staff transfer issues.

Frank was originally trained in the aerospace industry and spent several years perfecting his skills and knowledge in a plan-led approach to maintenance; matching the service needs to the cost and quality of maintenance.  This experience has helped develop the EngPro Maintenance Efficiency DiagnosticTM, which provides clients with a rapid evaluation of present planning performance and a clear gap analysis identification.

Frank is an Incorporated Engineer and plays an active role in both aviation and rolling stock industry forums, having attended many conferences and trade shows both as delegate and speaker.

As senior planning Manager at British Airways, Frank was accountable for building the plan-led capability at BAMC.  This model was built some 25 years ago and to date remains an industry leading example of the plan-led approach; much of that was down to Frank’s innovation and leadership within the project.  In rail, EngPro with Frank’s guiding hand are building leading-edge plan-led approaches to rail maintenance that are resulting in improvements in cost and quality management, whilst retaining the high-focus service delivery.  “Service at the right cost!”  To date this model has been employed at Southeastern, Virgin Trains East Coast, Greater Anglia and Chiltern.

Outside of work Frank is a keen football fan, following Cardiff City for his sins.  A keen family man, married with two sons at university; enjoys travel, current affairs and meeting people.  Frank’s confident and highly motivated approach to his work together with his excellent communication skills add greatly to projects.  These skills combined with Franks large background of industry gained knowledge and experience make him a valued asset to new venture projects in this field.
